How do you choose procurement sourcing software?

Short answer

Procurement sourcing software runs the steps before a contract: finding suppliers, requests for quotation and proposals, auctions, evaluation and award; choose it by running your own sourcing events.

Key takeaways

  • Procurement sourcing software, also called e-sourcing software or strategic sourcing software, runs the work before a contract: supplier search, RFIs, RFQs, RFPs, auctions, evaluation and award.
  • It comes as the sourcing module of a source-to-pay suite, a standalone e-sourcing tool, a specialist tool for one kind of event, or a public e-tendering platform.
  • Test it with your own events: a quotation with many lines, a weighted tender with several evaluators, a late bid and an auction show more than a feature list.
  • The criteria that decide are the supplier experience, sealed bids with an audit trail, scoring, and the handover of the award to contracts and ordering.
  • Some e-sourcing tools publish prices, including a price per event; suites quote on request.

What is procurement sourcing software?

Procurement sourcing software is the application buyers use to choose suppliers and prices before a contract is signed. It finds and invites suppliers, sends requests for information, quotation or proposal, collects sealed responses, runs reverse auctions, supports scoring and records the award, with a full record of who did what and when.

The same family of tools has many names: e-sourcing software, an e-sourcing tool or platform, strategic sourcing software, and sourcing and procurement software. They cover the upstream part of purchasing. The downstream part, from purchase request to payment, is run by procure-to-pay software. A short definition of e-sourcing, and how it differs from e-tendering, is in preparation as a separate guide; what is e-procurement shows where e-sourcing sits among the other purchasing systems.

A simple test tells you whether you need it. If your buyers send the same request by email to five suppliers, receive the answers in their inbox at different times, and copy prices into a spreadsheet to compare them, sourcing software replaces those three steps. It also gives an auditor one place to check that every supplier received the same information and the same deadline.

What does sourcing software do at each step?

Sourcing software does a specific job at each step of a sourcing project. The table shows the job and the question that separates a complete product from a limited one. The steps themselves are explained in the strategic sourcing guide.

What procurement sourcing software does at each step of a sourcing project, and the question to ask in a demonstration
StepWhat the software doesQuestion to ask
Spend and opportunity analysisShows past spend by category and supplier to choose what to sourceDoes it read our spend data, or does it need a separate analysis tool?
Finding suppliersSearches a supplier database or network, and the organisation’s own registered suppliersWhere do new supplier names come from, and how are they checked before invitation?
Request for information (RFI)Sends questionnaires to learn about the market and pre-qualify suppliersCan answers be scored and reused in the next event?
Request for quotation (RFQ)Collects prices for a defined need, line by line, and compares them side by sideCan suppliers upload hundreds of price lines from a spreadsheet?
Request for proposal (RFP) or tenderCollects technical and commercial proposals, with questions and answers shared with all biddersHow are clarification questions answered to every bidder at once?
Reverse auctionLets suppliers lower their prices live, against a deadline, seeing their rank or the best priceWhich auction formats exist, and what does a supplier see during the auction?
Evaluation and scoringApplies weighted criteria, collects scores from several evaluators, separates price from qualityCan evaluators score quality without seeing prices?
Award and handoverRecords the decision and the reasons, informs suppliers, and passes the result to contracts and orderingDoes the award create a contract and catalogue prices, or is it retyped?

Most tools handle the RFQ well; the evaluation and the handover of the award are where products differ most, so test those first.

How a request for quotation is written and run is explained in what is an RFQ, and the request for proposal in the RFP guide. Guides to RFQ software, to RFP software and to reverse auctions are in preparation.

What types of sourcing software are there?

Sourcing software comes in four forms. They differ in scope and in who they are built for, not in purpose. Several vendors sell more than one form, so the type describes the product you would buy, not the company.

Types of procurement sourcing software, when each fits, and examples as vendors describe themselves (alphabetical, read 17 and 20 October 2026)
TypeScopeWhen it fitsExamples, as vendors describe their scope
Sourcing module of a source-to-pay suiteSourcing events sharing supplier and contract data with the rest of the suiteA wider programme that also changes contracts or orderingCoupa, Ivalua, JAGGAER, Oracle Fusion Cloud Procurement, SAP Ariba, Zycus
Standalone e-sourcing toolRFIs, RFQs, RFPs and auctions, often with light supplier and contract featuresA sourcing team that needs a tool quickly, with ordering left in the ERPMarket Dojo (RFx and eAuctions, with supplier and contract modules)
Specialist sourcing toolOne kind of event in depth: complex bids with many lanes or lots, automated quotations for small purchases, or supplier searchA category with very large or very frequent events, such as freight or tail spendFairmarkit (autonomous sourcing for all spend); Keelvar (sourcing optimisation and autonomous sourcing for complex supply chains); Scoutbee (finding suppliers and managing sourcing)
Public e-tendering platformTender notices, electronic submission and opening of bids under public procurement lawA public buyer, or a supplier bidding to oneThe UK Government Commercial Agency’s eSourcing tool, which runs on Jaggaer

Pick the type from your events: a suite module if contracts and ordering change too, a standalone tool for a sourcing team, a specialist for one very large or very frequent event type.

Disclosure: the author works as an Ivalua consultant. This comparison relies on public documentation and, where stated, first-hand use.

The examples come from each vendor’s own website as read on the dates shown. They describe what vendors say they offer, not how well it works, and inclusion is not a recommendation. When sourcing is one module of a wider purchase, the source-to-pay software guide explains how to test the handovers between modules.

How do you choose procurement sourcing software?

Choosing sourcing software means listing the events your team runs, writing a few of them as test cases, and asking a short list of vendors to run them with real suppliers. The method below fits companies and public bodies; a public buyer also follows its own procurement rules to buy the software.

  1. Count last year’s events by type: RFIs, RFQs, RFPs or tenders, auctions, and further competitions (mini-competitions) between the suppliers already on a framework agreement, with the number of suppliers and price lines in a typical event.
  2. List who takes part: buyers, technical evaluators, finance, legal, and how many suppliers, in which countries and languages.
  3. Decide where the award goes next: a contract tool, the ERP, a catalogue. Write down what must pass across.
  4. Write five to eight test events from real cases, including at least one problem, such as a late bid or a supplier question.
  5. Build a long list from the type you need, and shorten it on supplier experience, languages, hosting and references in your sector.
  6. Run scripted demonstrations of your events, then a pilot event with real suppliers, who will tell you how easy the tool is to use.
  7. Compare total cost over the term, including events above the plan and the cost of external help to run events.

Some vendors and consultancies sell e-sourcing services: they run events for you on their own tool, for example a one-off auction. This can be a way to test a tool before buying it, or to cover a peak of work without a licence.

Which sourcing events should a demonstration cover?

A demonstration is useful only if it runs your events, not the vendor’s example. The test events below cover the cases where products differ most; change the items, values and rules to match your own organisation.

Test events for a procurement sourcing software demonstration, and what each one checks
Test eventExpected resultWhat it checks
An RFQ for 300 lines of maintenance parts sent to six suppliers, answered by spreadsheet uploadPrices load without retyping and are compared line by line, with the cheapest supplier per line shownBulk pricing and side-by-side comparison

A supplier tries to submit one hour after the deadlineThe tool refuses the bid, or records it as late for a documented decisionSealed bids and deadlines
A reverse auction on office paper with a precise specification and a starting priceSuppliers see their rank; the auction extends if a bid arrives in the last minutesAuction formats and rules

The scoring test, the late bid and the handover of the award tell you more than any auction screen.

Which criteria decide a sourcing software selection?

The criteria that decide a sourcing software selection are those that affect suppliers and the fairness of the award, because those are the hardest to fix later. The table gives the question and the evidence to ask for each.

Procurement sourcing software selection criteria: the question, the evidence to request and the warning sign
CriterionQuestionEvidence to requestWarning sign
Supplier experienceCan a supplier register and answer without help, in its language, at no cost?A pilot event with real suppliers; the supplier termsSuppliers who call the buyer to understand the tool
Event typesDoes it run all our event types, including multi-round and auctions? Our test events run liveAuctions or RFIs sold as a separate product
Sealed bids and audit trailWho can see bids before the deadline, and is every action recorded with a date? The access rights model and an audit exportAdministrators who can open bids early without a trace
Evaluation and scoringCan several evaluators score separately, with price hidden from them?A scoring session in the demonstrationScores collected outside the tool, in spreadsheets
Handover of the awardHow does the award reach the contract, the supplier record and the ERP?A live award that creates a contract recordAwards exported to a spreadsheet and retyped
Supplier recordsDoes the tool use the same supplier records as the rest of procurement? The supplier data model and the ERP interfaceA separate supplier list for sourcing only
AdministrationCan our team build templates, questionnaires and scoring models? An administrator session in a trial environmentEach new template is a paid request to the vendor

Weight supplier experience, sealed bids and the handover of the award highest: if suppliers avoid the tool, or the award is retyped, the main benefit is lost.

What do public buyers need from e-sourcing software?

Public buyers choose sourcing software under extra rules. In the European Union, Directive 2014/24/EU makes electronic communication the norm for public procurement procedures, with listed exceptions. Its Annex IV sets minimum requirements for tools that receive tenders electronically. The exact time and date of receipt must be recorded. No one may see the bids before the deadline. Only authorised persons may set the opening date or open bids. Any attempt to break these rules must be clearly detectable.

Electronic auctions have their own conditions under Article 35 of the same directive. A public buyer may use one only when the procurement documents, in particular the technical specifications, can be set out precisely, and only after a first full evaluation of the tenders. Contracts for intellectual work, such as the design of works, cannot be awarded by auction. Office paper fits these conditions; architectural design does not.

Many public buyers use a shared platform rather than their own tool. In the UK, public sector customers of the Government Commercial Agency run further competitions under its frameworks in the agency’s eSourcing tool, which runs on Jaggaer, and suppliers register and bid in the same tool. When a public buyer also publishes its contracting data, the format matters: OCDS, the Open Contracting Data Standard, is the common structure for that data.

What does sourcing software cost, and what does AI add?

Sourcing software is sold as a yearly subscription, by users, events or spend, and the suite vendors quote on request. Some standalone tools publish their prices. Market Dojo, for example, lists its Simple Sourcing plan at £500 a month billed annually, or £1,000 for a single event, as read on 20 October 2026. A team that runs a few events a year can compare a price per event with a full subscription; a team that runs events every week will usually prefer the subscription.

Several sourcing vendors now call their products agentic or autonomous: software agents that prepare routine quotations, invite suppliers and compare answers within limits set by buyers. This works best for small, repeated purchases, where no buyer had time to ask for competing quotes. For larger events, the useful question stays the same: which step the feature changes and how a person checks it. Generative AI can state false content with confidence, which NIST calls confabulation, so evaluators should score from the suppliers’ original answers, not from an AI summary. The AI in procurement guide shows how to test these features.

Questions

Is e-sourcing software part of an e-procurement system?

Yes. E-sourcing software covers the steps before a contract: supplier search, requests for information, quotation and proposal, auctions, evaluation and award. E-procurement is the wider term for running purchasing in software, including ordering, invoices and payment.

Is strategic sourcing software the same as procurement sourcing software?

In practice, yes: both names describe software that runs sourcing events and supports the award. Vendors use strategic sourcing software when they also offer spend analysis, category plans and savings tracking around the events. Check the scope each product actually covers rather than the name.

Is RFP software the same as sourcing software?

Not always. Buyers use sourcing software to issue RFPs and score the answers. Many products sold as RFP software are built for suppliers, to write and manage their responses to buyers’ RFPs. Check which side the product serves before comparing it.

Do suppliers pay to use e-sourcing software?

Usually not to respond to a buyer’s event; the buyer pays the licence. Some supplier networks charge suppliers for extra services or for transactions after the award, such as orders and invoices. Ask each vendor for its supplier terms, because fees can keep small suppliers away.

Do I need separate reverse auction software?

Rarely. Most e-sourcing tools and source-to-pay suites include reverse auctions alongside RFQs and RFPs. A separate online reverse auction tool fits a team that runs auctions often in one category, or that wants to test auctions before buying a full sourcing tool.
